I have started reading his sci-fi horror and wonder how I can recommend this author and his books for awards.

Maybe Milo Banks will become the next Harry Potter. I couldn't put down Milo Banks and the Tower of Light and want to find Trainland when it is available. here is his url: rdenoncourt.com

Can anyone tell me where I can write to get this author's books read by some judges of new works?

Usually, publishers will send eligible books to award judges. You can nominate for next year's Hugo Award if you're willing to buy a membership to this year's World Science Fiction Convention (Chicon).
